The
meeting was called to order by Chairman Leininger at 3:00 p.m.
After the roll call of the
members present, Chairman Leininger asked Bill Hinrichs to discuss the
different alternatives and options in utilizing the Department of Human
Services count that EFAB requested at the January 9, 2002 meeting.
A lengthy discussion with the
members followed and many options were discussed. It was the consensus
of the members that the following motion be considered.
Motion:
- Use the Department of Human
Services (DHS) Count as the Poverty Count.
- The formula for concentrations
less than or equal to 15% will be $355 multiplied by the DHS count.
- The formula for concentrations
above 15% will be $294.25 plus $2,700 multiplied by the square of the
district concentration. That amount is then multiplied by the DHS count.
- All poverty grant calculated
increases will be limited to 20% for FY 2003.
- No district will receive
less funding in FY 2003 than it received for poverty purposes in FY
2002.
- Each district accessing
these funds must provide assurances that money be spent for poverty
related purposes.
Bert Docter moved the motion
be approved - Anne Davis seconded the motion. Bert Docter, Dean Clark,
Anne Davis, Marleis Trover and Bob Leininger all voted to approve the
motion.
Bill Hinrichs was assigned
to draft the Board's interim report and share with EFAB for their input.
The meeting was adjourned at
3:55 p.m.
