  1. The Illinois State Board of Education (ISBE) reimburses a local school district and or a special education joint agreement up to $8,000 per individual certified in special education. This reimbursement was initially established in 1985 to help off-set V2 the cost for special education teachers.
  2. Due to the special education teacher shortages there are local school districts and special education joint agreements that are employing certified teachers who are not certified in a category of special education. 
ISBE does offer an "Other Necessary Professional" or PZZ. This PZZ approval allows tile district to receive personnel reimbursement once approved by ISBE.
The SPEED Special Education Joint Agreement District 802 has already processed 29* PZZ requests from August I" thru September 25"' of this year.
The potential reimbursement is approximately (29 x $8,000=) $232,ObO.
Should the ISBE not approve these 29 PZZ's this $232,000 would come from local district funds.
  School District 168 Board of Education recommends:
  1. An Increase in the reimbursement for certified special education staff from $8,000 to 112. the state-wide average for a starting teacher's salary.
     2.  That all "other necessary professionals" (PZZ) be approved to
          make up for the shortage of special education staff in our
          district.
