ISBE DELL e-Broadcast 2007.50: Determining Length of Time in LEP/ELL Program for ACCESS

In an effort to accurately determine the student’s “Length of Time in LEP/ELL Program” requested on the ACCESS assessment answer sheet, districts are encouraged to refer to the guidance below.

Report the number of years (K-12) that have passed since a student was first identified as LEP in Illinois, regardless of both type and level of service. Consider 12 calendar months to be one year; rounding down to the nearest number of years. For example, ELL students who were identified as LEP for the first time in an Illinois school in March 2006 will have “00” year completed, rounding down to the nearest number of years, because only ten months have passed between March 2006 and January 2007 when the ACCESS testing window opens for the 2006-07 school year. Similarly, students who were identified as LEP for the first time in Illinois in March 2005 will be counted as “01” year because twenty-two months have passed between March 2005 and January 2007.
