The High Objective Uniform State Standards of Evaluation (HOUSSE) allows veteran teachers to use a point system in order to become highly qualified. If the applicant can total 100 points in a core area, then they are highly qualified in that area. Veteran teachers are considered to be teachers who have at least one year of experience. New teachers CANNOT use HOUSSE.
