Equal attention to Learning Supports is essential so that:
- Every student will demonstrate academic achievement and be prepared for success after high school;
- Every student will be supported by highly prepared and effective teachers and school leaders; and
- Every school will offer a safe and healthy learning environment for all students.
Since the ‘80’s, the word “Wraparound” has carried many definitions, a philosophy, an approach, and a service. Throughout the word’s evolution, the concept of Wraparound has consistently been characterized as an intensive, individualized care planning and management process. Wraparound is not treatment. Through a Wraparound process, a Child and Family Team collaboratively develop an individualized service and support plan to meet the needs of children/youth with an emphasis on integrating the youth into the community and building the family’s social support network.
The values of Wraparound, as expressed in its core principles, are consistent with the system of care principles. The planning process along with the services and supports should be:
- Family driven,
- Culturally competent,
- Community based,
- Natural supports, and
- Strengths based.
- In addition to the agency/provider-initiated process, ISBE has adopted Wraparound as a school-initiated process through the PBIS initiative.
