Entitlement Procedures

Entitlement is the process of completing an Illinois approved teacher, administrative, or school support personnel program. If the applicant has successfully completed all program and coursework requirements, the entitling institution will send notification to the Illinois State Board of Education.

Essentially, the entitling institution "recommends" that the applicant be issued a license or endorsement. If all testing requirements have been met and the applicant meets all other statutory requirements, the license or endorsement will be issued upon submission of the relevant online application and fee. 

Applicants who have been recommended by an Illinois entitling institution should apply for the notification of entitlement online by logging in to their Educator Licensure Information System (ELIS) account.
