Protection of Pupil Rights Amendment (PPRA)/Family Educational Rights and Privacy Act (FERPA)

The No Child Left Behind Act of 2001 amended the Protection of Pupil Rights Amendment (PPRA) to require the U.S. Department of Education to notify, annually, each State educational agency (SEA) and each local educational agency (LEA) of their obligations under PPRA and the Family Educational Rights and Privacy Act (FERPA). The attached letter serves to provide that notification to SEAs.

The requirements placed on SEA by each law are discussed separately in the first attachment. For your convenience, I am also attaching the letter that is being sent to school superintendents, as well as PPRA and FERPA model notices.
