Priorities set for 2001

ChicagoOne hundred and forty-five Illinois school districts are in line for a share of the Illinois FIRST School Construction Funds allocated to help fix or update dilapidated and aging schools.

The Illinois State Board of Education has released its annual priority rankings for the Fiscal Year 2001 School Construction Program (SCP.) The 145 districts, including Chicago filed 147 applications. The SCP is jointly administered by the State Board and the Capital Development Board (CDB.)

The State Board determines the priority rankings based on the number of inadequately housed students. The CDB then ensures each application meets legal requirements, decides final funding levels and awards the grants to qualifying districts.

Governor Ryan on July 26 announced funding for the four top-ranked districts in this year’s second priority category: Cicero District 99, Palatine-Schaumburg District 211, Naperville Community Unit District 203 and East St. Louis District 189. As a result, the remaining 133 districts with projects in the second priority category automatically move up four places on the current priority list.

Priority rankings reflect the districts’ need, based on the number of inadequately housed students in each of six priority categories outlined in state law:

                        Priority 1: man-made or natural disasters

                        Priority 2: overcrowding due to population growth and/or building age

                        Priority 3: school district reorganization/consolidation/annexation

                        Priority 4: severe continuing health/life safety hazards

                        Priority 5: accessibility for qualified individuals with disabilities

                        Priority 6: other unique solutions to facility needs.

As in past years, most of the requests – 137 – come under the second priority. That is a sign of the poor condition of many of Illinois’ schools.

“We continue to see a significant need for infrastructure repairs and additional space so that our students can have every opportunity to learn,” said State Superintendent Glenn W. McGee.

The SCP as created in 1997 received $1.5 billion in state funds to be used over five years. Of that, $1.1 billion came from the sale of state bonds and $400 million  from a new telecommunications tax. The original funding was exhausted last year. Gov. George Ryan added another $1 billion to the program from his Illinois FIRST initiative.
