“Governor
Ryan has, for the third straight year, earmarked 51% of new state
revenue for education, and we are pleased with his continued
commitment to students,” State Superintendent of Education Glenn
W. McGee said following the Governor’s Budget Address. “The
Governor’s support for the recommendations of the Education Funding
Advisory Board means that we will increase our progress toward
a truly equitable funding system for schools. Ø General State Aid will increase to its highest level of state support; Ø Poverty
grants will now be available to districts with smaller concentrations
of low-income students, Ø New
attendance calculations will help districts with enrollment declines, Ø Continuing
the hold harmless will ensure that districts do not lose money,
and Ø A
continuing appropriation will allow districts to plan budgets
by anticipating state receipts. “Governor
Ryan also proposes to fully fund the mandated categorical programs
for the third consecutive year – a feat unmatched in recent state
history. “The
2 million students of this state are depending on us. Governor
Ryan’s budget puts them at the top of the list of pressing priorities. We
will be working with the Governor and legislators to move an
education agenda and budget that will make a difference for all
students. “With
regard to our agency operating budget, we have been implementing
a plan to streamline the agency while increasing our efficiency
and effectiveness in serving schools, and we will continue that
effort. “The
Board and I are committed to making our agency a model of efficiency
and effectiveness and to fully contribute to the effort to make
Illinois schools Second to None. We
look forward to working with the Governor and the General Assembly
to achieve those goals.” |
