State
Board of Education to approve Supplemental
Educational Service Providers
Required
by the federal No Child Left Behind law of 2001
An
initial list of approved providers of Supplemental Educational
Services is scheduled to be established by the State Board
of Education Thursday.
Schools
receiving federal Title 1 funding are required to provide
Supplemental Educational Services for students if the school
fails to make Adequate Yearly Progress on state standards-based
assessments for three consecutive years. In such schools,
parents are allowed to pick providers from the list of approved
SES providers and the districts then contract with the approved
providers for services to eligible students. Districts use
a portion of their current federal Title 1 funding to pay
for the services.
The
State Board adopted criteria in September and disseminated
the Application for Supplemental Educational Service Providers
in October and accepted applications through December 2. A
total of 25 applications were received and subsequently reviewed
by staff based on the criteria.

moved quickly to complete this project so that affected schools
and parents will know who can provide help said State Superintendent
of Education Robert E. Schiller.
ISBE
staff is recommending that 13 of the applicants be placed
on the initial Approved List of Supplemental Service Providers.
The approved list will be provided to districts later this
month, and the districts, in turn, are required to notify
parents of available services. If requested, districts may
help parents choose a provider. Districts pay for the services
from federal monies they receive. Parents deal directly with
the providers of services.
The
next round of applications for providers will be solicited
between February and April 2003.
