State Board of Education Suggests Changes in Proposed FY 04 Education Budget

May 1, 2003 – The Illinois State Board of Education has reviewed its January budget proposal and the Governor’s proposed education budget in the context of overall state revenue projections and directed State Superintendent of Education Robert E. Schiller to advocate for modifications in the Governor’s proposal that would retain under ISBE administration several programs proposed to be transferred to other state agencies, direct more resources to special education and transportation programs and fully fund some programs proposed to be eliminated.

The State Board made the decisions yesterday at its monthly meeting.

“There are very difficult choices to make in the budget process,” said Dr. Janet Steiner of Carlinville, acting chair of the state board. “We have carefully examined our own and the Governor’s proposed budget and feel the changes we suggest distribute the state’s scarce resources in a way that best serves Illinois children.”

The changes the Board supports are:

Retaining under ISBE administration the following programs proposed to be transferred by the Governor to other agencies:

Transferring funding from these programs proposed to be funded by the Governor to mandated categorical programs such as special education and transportation (This would result in mandated categorical programs being funded at 93 per cent, up from 91 in the Governor’s proposal):
